Your own suggestion of drinking more water is a good idea. It will help to keep your skin well hydrated. I've started drinking more water on a daily basis, and I've noticed that my face is less dry, and even the dark circles under my eyes are less noticeable. I've also tried St. Ives moisturizer. I like it because it's inexpensive and because they don't test on animals. I think it's a pretty good general moisturizer, but if it's not working for you, you might want to try another brand. I've also used Neutrogena products in the past. They're good, as are the Oil of Olay products. Of the two, I'd go with Oil of Olay.
Also, sometimes people might find that they wash their face too much, and strip the skin of its natural oils, and that can cause it too become too dry. You might want to switch to a cream cleanser, if you don't already use one. Good luck! :)

i like using the aveeno calming face moisturizer...it also has spf 15 in it which is good! it works for me...i don't kno about st. ives i've never been crazy about that brand...it could actually be drying out your skin instead of moisturizing it! i don't think that is working for you so try aveeno or something
you can also exfoliate your skin each night or morning or w/e with steamy water and then after put on the moisturizer....also wear moisturizing foundation....all this should help keep your skin moisturized! and after like a month of doing this everyday you will probably start to notice that your skin will get less dryed out each day...but that doesn't mean to stop taking care of it!!
another idea is to make an appointment at a facial spa place and then u can ask your facialist about it! they will give u hints and might even suggest a product! (mine suggested aveeno just so you kno)
also: don't use foam cleansers! cream cleansers are better for dry skin types

Moisturizers with 'alpha-hydroxy acids' in them seem to do a much better job of penetrating the skin and actually doing something. You know, rather than just floating around leaving a film of gunk on top of dry skin -- they 'absorb.'
I'm a bit flaky (har, har) this winter, and notice the stuff I have by the computer is "NeoStrata Total Radiance Night Repair Cream," w/6% glycolic acid. If you can find it, NeoStrata makes great stuff, but I'm not sure it's popular in the US outside of dermatologist's offices. (It's in every drugstore in Canada, though.)
I think there's a brand I've seen in the States called 'Alpha Hydrox' or similar -- red boxes? -- that's not too far removed. It's reasonably priced, too; do _not_ spend a fortune on anything.
Other option: ask a pharmacist. Dermatologists send their patients to drugstores with directions, so they're usually fairly up-to-date on what works, and it's never the overpriced stuff from the make-up companies.
Anyway: AHAs. Really.

i used to have that problem with my face. my skin would become dry and tighten up like i had just gotten botox. i tried using lotion and everything. nothing helped. so i stopped using it, and started drinking LOTS & LOTS more water. it slowly, but amazingly became more loose. just remember it takes time.
