to quote from Microsoft website : "Microsoft Photo Editor has been discontinued as a Microsoft Office component as of Microsoft Office 2003.
It has been replaced by Microsoft Office Picture Manager. While Picture Manager is primarily a file management tool, and not an editing tool, it does have some image correction and editing features.......... if you upgraded from Office XP, you can re-install Photo Editor from your Microsoft Office XP CD-ROM." end of quote.
another solution is to have the more powerful and exciting Free photo editing software from google : http://downint.googlepages.com/photosoftware
it's a Free software that you can keep and use forever.

Microsoft Photo Editor is a small limited program that is included with Microsoft Office. I havn't found a link to download it from Microsoft.
