The Queen herself is above the law, in fact she is the law. If you notice it is always Regina versus whoever. The rest of the royal family are accountable ,however.

Probably not, if they're like american politicians they pay for someone to get them off. Like George Bush lies to start wars, and kills thousands, but he's probably gonna get off with just impeachment.
