There are many 1938 censuses of which I am aware including the 1938 German Census of Minorities, the Census of Jewish-Owned Assets taken by the Nazis, the December 1938 Census of Slovakia, the 1938 Census of the Parish of St. Barbara's Church in Powell, Wyoming, and so on and so on...

Over time, many countries, states, parishes, and localities took censuses at different times.

In the United States, the Federal Census has been taken every 10 years beginning in 1790. There is a 72 year privacy policy established on US Federal Census Records, so the most recent census records released are those from the 1930 census, released on April 1, 2002. The US Federal Census Records released to date are 1790, 1800, 1810, 1820, 1830, 1840, 1850 (including slave enumerations), 1860 (including slave enumerations), 1870, 1880, 1890 (most of the 1890 census was lost in a fire), 1900, 1910, 1920, and 1930. The 1940 US Federal Census will be released on April 1, 2012.

Census Records for various areas that eventually became part of Canada are available. Census Records for New France are available for 1666, 1667, and 1681. Census Records for Nova Scotia are available for 1811, 1817, 1827, and 1838. Census Records for Quebec are available for 1825 and 1831. For the Eastern Provinces, Census Records are available for 1851, 1861, 1871, 1881, 1891, and 1901. For Western Canada, Census Records are available for 1881, 1891, 1891, and 1906 (Northwesten Provinces only). Because of a 1906 Canadian Law, Census Records after this date will not become publicly available.

United Kingdom Census Records (including England, Wales, Isle of Man, and Channel Islands) are available for 1841, 1851, 1861, 1871, 1881, 1891, and 1901. England and Wales took censuses in 1801, 1811, 1821, and 1831, but these were only statistical records and provide no names. UK census records are closed for 100 years after they were taken.

Scotland Census Records are avialable for 1801 (mostly destroyed), 1811(mostly destroyed), 1821(mostly destroyed), 1831(mostly destroyed), 1841, 1851, 1861, 1871, 1881, 1891, and 1901.

Irish Census Records have been mostly destroyed by fire, but Irish Census Records for 1901 and 1911 are available. Also available is a Religious Census taken in Ireland in 1766.

New York State Censuses were taken in 1825, 1835, 1845, 1855, 1865, 1875, 1892, 1905, 1915, and 1925. These are all available.

Massachusetts State Censuses were taken in 1855, 1865, 1875 (destroyed), 1885 (destroyed), 1895 (destroyed), 1905 (destroyed), 1915 (destroyed), 1925 (destroyed), 1935 (destroyed), and 1945 (destroyed).

This list could go on forever. Perhaps you could post your question again and let us know the location in which you'd like to search.

There was no census in 1938 they are only taken every 10 years and you can only get access to them after 100 years. Incidentally the next one available will be for 1911 (in 2011) but the ones for 1921 & 1931 were destroyed in WW2 when a bomb dropped on the building in which they were being stored. No census was taken in 1941 because of the war so there will be a huge gap frpm 1911 to 1951 even when info is available. However, if you know the area in which your ancestor lived you might be able to find them in the electoral register for the area if you ahve a considerable amount of time to go through the relevant ones road by road. having said that you will need to find out which library or local studies department has them.

The Census can only come out after a 100 years so doubt you could get names from 1938.

There wasn't a 1938 census, they are taken every 10 years so your nearest is 1941.
The commencment of census taking was in 1841 and was nothing more than a head count.

If you are in the UK, you can't get them. The latest one available for public access is 1901 as there is a government policy that won't allow them to be diclosed for 100 years. So, the 1911 census will be released in 2011. Unfortunately, you will have to wait until 2038! Very frustating I know! See http://www.nationalarchives.gov.uk/familyhistory/census/step1.htm for more details about census returns.
