I've done this before and it is somewhat effective, but messy. Fill a spray bottle 3/4 full with water, then add fabric softener (a cheap one is ok). Score the wallpaper with a Tiger (found at wallpaper stores. It is a small device with many prongs on a revolving ball that spikes holes in the paper for the water to soak it off). Then lay a protective tarp over your carpet or counter. Spray the wall, only the area you intend to work on in the next 1-1 1/2 hrs, with the fabric softener solution. Allow it to soak in for an hour or so. With a scraper, start at the top and scrape enough of the paper off that you can get a hold. Then you should be able to tear the paper off in large strips. IF, that is, sizing was used under the wallpaper when it was put up. If not, you'll have to keep repeating this procedure. Best of luck!

It the liquid kind, you put it in a spray bottle with some water and spritz it on the wallpaper. Then just peel the wallpaper off. For more info go to hgtv.com

DEPENDING ON THE SIZE OF ROOM(S) U NEED TO DO, U CAN RENT A STEAMER CHEAP AND IT WORKS QUICK.
SMALL AREAS USE STEAM IRON OR JUST WARM WATER SOAKED IN THE PAPER. THE TRICK IS TO GET ALL THE GLUE OFF.
