we talk in AIM, and i've asked him if he likes me and he kinda sidesteps the question, altho once he answered "ur nice and all, but... no"

Well, it depends on how old you are. If you are in your early-mid teens, you should just be open and comfortable and tell him that you really like him. Maybe not in person if you are shy, but over the phone or email or IM.
If you are older than that, you should ask him if he wants to go on a date sometime.

Ask him if he wants to hang out and go to a movie then engage in conversation over the movie at first to break the ice then talk about other things.

If you're pretty sure that he likes you back, YOU SHOULD ASK :)
Think about this. You can go on pretending that you just like him as a friend or whatever and drive yourself wild. OR, you can just tell him and you've got yourself a new boyfriend. Good luck!

well you should learn to have confidence in your self. because then you won't really have the guts to do anything. you will always rely on someone else to take the first step and eventually he/she will get away with things that you might not like.
