I think the two most important parts are organizing your ideas, and stating your purpose clearly - then supporting it.
Use an outline or web or some other organizer before you write. Always go back to your main idea. Does every sentence support the main idea? Does your paper have an introductory paragraph, some supporting paragraphs and a conclusing paragraph? Make sure each paragraph starts with a topic sentence and then each following sentence has something to do with the topic.
Anyway those are the basics I teach my students.

I think the hardest part about writing is that you have to be focused. It's really hard to group all your thoughts about the subject without getting distracted. I have written my best papers at night when i am alone and focused. Also, look at the subject or issue at every angle even if you don't agree with it. If you are having problems with creative ideas then get some help from a textbook.
