how do i select part of a picture?

i have a digital pic saved in MS office picture manager and i dont have MS photo editor. am unable to select part of the pic, i only get the select-all option from tools... how do i go about doing it?

Try using "mspaint"..
Type "mspaint" to run box (start->run) and open the picture. On the toolbox select the tool and everything is OK.

look for a "crop" tool. if not there, try downloading a good free photo editor, or consider buying one.
