I am going to a wedding reception tonight and on the invitation it says that it is semi casual dress. I am not sure what this means. Any ideas would really be appreciated.

It means:
No jeans, shorts or t-shirts or tennis shoes or sandals.

Does mean:
Slacks
Shirt with collar (polo or button type). Preferably a long sleeve.

Follow the rule of "rather overdress than under" and you should not go wrong.

Have a great time.

I'd go with a nice long-sleeved crisp dress shirt and nice tie, slacks, belt and shoes. Can't go wrong there. If it's cold, bring a sports coat...you can always shed that if it's too warm.

My husband looks good in a black mock turtleneck with a jacket over it. But I'd go with the shirt and tie for a reception.

Formal would mean tux or business suit.

Casual, to be safe, would mean sport jacket (blazer), with or without a tie (wear a tie, take it off if you think it's too much when you get there and see the others), button-down shirt, trousers (Docker's-type pants). Shoes to match.
