You have actually posed a reasonable question.
First, America knew through intelligence that Japan had hostile intentions against America, partly because America launched an oil and rubber embargo on Japan; effectively canceling Japans plans of invading and conquering mainland China (they already held most of the Chinese coastline).
What they did not know was how, when, and where it would take place. On the day pearl harbor was hit, there was supposed to be a large flight of bomber planes coming in, and the Radar handler thought that the Japs were really Americans.
No question that FDR, who is unanimously referred to as a national hero, was really delinquent in his duty to see Hitler and his Japanese allies as a threat to America until it was too late.
Winston Churchill once said because of this "always count on the Americans to do the right thing......after they have tried everything else." Ironic that nowadays it's America having to convince Europe of the threat of terrorism.

FDR (and everyone else in the late 1930's who was paying attention) knew that sooner or later the US would get involved in the World War. He also knew (and so did anyone else who was paying attention) that it was only a matter of time before the Japanese declared war against us.

Nothing, but then again he did not have the services of the FBI and CIA then as it is now. Looking back in history, I put the fault of the surprised bombing of Pearl Harbor to the U.S. military's complacency as well of the complacencies of the intelligence services.
