Because the Bush Administration totally underestimated the problems with going in there in the first place. The Clinton Administration tried to warn them and explain why they couldn't go in, but the Republicans didn't want to keep an open mind and listen. Civil War is going on now, as predicted, and it won't end. Because it is a war. Wars go on until they are resolved...that is until one side wins and the other side loses. A good study of the history of wars shows that some wars have lasted for many, many, many years. There is a well known war that is called the Hundred Years War. The War of the Roses went on for years. This is just the nature of war.
