There is not necessarily a direct correlation between an improvement in musculature and speed. It's not that simple.

In sprinting, powerful well developed quads will help propel you along. In long distance, this may or may not help appreciably, and may simply be extra weight to carry.

In the end, it becomes a question of fast twitch and slow twitch muscle fibres. Everyone is built differently. If you have a greater abundance of fast twitch, you are more ideally suited to sprinting. Those with more slow twitch fibers are more suited for endurance over longer periods.

Finally, a big part of speed is efficiency, form, and sheer cardio-vascular fitness. A bigger motor, and better O2 supply lend themselves to pushing harder.

Of the things you can control or work on, fluid form and cardiovascular fitness will deliver the most profound gains.

Yes, but its not the only thing that will help your times go down. If you notice in Track and Field Sprinters are pretty muscular and its because they need to be explosive. But bulking up wont help you if you're running a 800m. Also you need to maintain a healthy diet and sleep routine in order for your body to recover from lifting and working out.

Muscles help but if you're too bulky that will also hinder you, you also have to have the right balance of muscles, good hams, glutes, calves for sprinting, quads, glutes, hams, calves for hurdles. How are your practices, what are you doing in your practices, how is your technique? Big muscles aren't the only thing you need, you need muscle strength, muscle endurance, good technique, explosive power and speed. Look at Asafa Powell compared to Justin Gatlin

It depends, If you are talking sprinting then yes they can help but if you are talking about running 5k-marathons then no. Bigger legs require more energy to move and that can slow you down in the long run.

There is a point when your legs just get to big and you are hindering yourself. Bodybuilder legs just don't really cut it, way to big!

Only if you are running hills and terrain.

Speed is something you build up.
