Yes...they do not need it at all. If puppies are still young enough that they should be nursing, then they need a milk replacement formula like mammalac or espolac.

They are also missing these digestive enzymes. If the proper enzymes are not present, the lactose remains undigested and tends to ferment in the intestine and cause diarrhea. Some pets can tolerate a little milk, others, none at all. give your pet one of the special cat or dog milks on the market that have had the lactose removed.
full cream milk would be worse due to an extra amoun of lactose content.

The digestive system of dogs are not suited for milk and Cream milk is not recomended. Yoggurt is far more prefarable specially ones with low milk fat

Dogs are generally lactose intolerant, so milk or cream can cause gastrointestinal upset and they really don't need all that fat in the cream.
If you want to give your dog a special treat, try cooked beef liver.
They love it!
