Poured over ice, to be precise. The ice being referred to as rocks. The ice is put in the glass first, and the drink poured over it, thus chilling the drink as it's poured, and keeping it cold. Don't try it with your beer though, it's purely a term for the serving of spirits. lol

On the rocks means you want it on ice instead of frozen like a margarita. You can order margaritas frozen or on the rocks. I like mine on the rocks so I don't get the brain freeze and can drink it faster :). You don't have to imply "on the rocks" for every drink but if you want a margarita on the rocks, you better say so b.c it comes frozen if you don't.
