Try calling them and asking them! If you don't want them to know who you are, place the call from a pay phone. As a bonus, they'll be charged an extra fee for calls from a payphone since it's a toll-free number!
Most likely it's coming from a call center. Those calls are usually dialed by a computer. When you answer, the computer tries to route it back to a representative who is free at the moment. Sometimes you have to wait a few seconds for them to come on line. Other times there are no reps free and the call is dropped by the computer.

Have you tried calling it back, and see who answers? It is a toll-free number, so it probably belongs to some sort of a business. I know that I get a lot of calls where they hang up like that, and it turns out to be some kind of a debt-collection agency looking for someone else who had the number before the phone company gave me the number after I moved. I just tell that I am sorry but that person no longer has this number, so please take it off your records, and they normally do.

Its a collection agency ! They are calling to make sure that your currently living there as per what information they have on you.
If your phone rings and you answer then they know you are there, so they assume your still living there,if not they move on.
