Freezing something already contaminated does nothing for improving it.

If the seafood was frozen minutes after being caught there could still be a problem due to contaminated waters in which it came from.

You have to trust your supplier and check their track record for illnesses, lawsuits, or recalls.

Freezing things simply mean they will not further deteriorate so they can be transported to you for consumption.

According to Alton Brown (on the Food Network show Good Eats), if you live more than a hour away from an ocean, you should always buy your seafood frozen. Its the best way to ensure that you get the highest quality and safest product. Seafood is generally frozen right on the docks, so it doesn't have time to start getting nasty like it would if you tried to ship it fresh.
