I've going through a really rough time dealing with my next-door neighbor at the moment. I don't worry about myself but, rather about my parents. You see, we as a family have dealt with horrible neighbors in the past, the most recent one left several years ago after banging on the adjoining house walls for over 2 years (I live in a terrace house), apart from a million other nasty things. My parents didn't dare to take any action until one day, this illegal-dealing neighbour threatened to beat my father up. Finally, my parents reported the incidents to the police only to find out that the police can't do anything except chat with the neighbors since its considered a "domestic dispute between neighbors" aka nothing serious (yeah, right!!!).

Anyways, now my other next-door neighbor is doing the same thing: knocking on walls and running the car accelerator just as my mom has dried out the clothes in the garden. If the law enforcement won't help my family out, what hope is there for us?

Record as much as you can without breaking any laws.. For example.. Here, it is illegle to record someone (on camera and audio) without their knowledge.. BUT it is perfectly fine to record a conversation between you and your mother with her knowledge, especially if this "conversation" is during one of these knocking on the wall incidents..
Also, I'm sure you would love video footage of your mothers lovely garden, shame that your neighbour is there smoking up the place..
Hopefully, him seeing you with the camera, will be enough to deter his actions.
If you record everything, It will be obvious to the police that this is not just a case of "domestic Dispute" but a case of harrassment.
Failing all of this, and if things do get verbal, like with the last neighbour, consider taking out a DVO against your neighbours.. (Domestic Violence Order/Restraining Order) you can't force them to move by doing this. But they will no longer be able to approach you or your parents, speak to you, bang on the walls or harrass you.. If they do, simply record it in the above manner and take it to the police. They will have breeched the DVO and can be charged.

Tell the cops you suspect the neighbors are dealing and could be selling to kids

you can contact your local civil centre and make an anonymous report. you need to speak to the environmental health department.

you should keep a diary of incidents to show them and if there is another neighbour suffering that will help your case.

they will warn them and then threaten them with eviction if they continue.

Bang back on the wall. Make a lot of noise. Play your music really loud. Make them move not you. Revenge is sweet!!!!

Sometimes moving is the only answer. I know that sounds radical. But it is better than someone getting hurt or killed.

record and report! record it with tape or camcorder and then give it to a lawyer or police!
