IDK, i have been trying to gain weight also and i found that if you eat alot of food at once then about 15 minutes later, drink alot of liquid like pop or milk untill you feal you cant drink anymore, and go lay down and watch a movie or something, the fat seems to store around the stomach, atleast it is for me! =]
you can IM me if you wanna ask anymore questions! =]

For many people it is natural for the fat to goto the thighs and hips. For me, it goes to my stomach (I have skinny legs) and it doesn't look very attractive. The only way I know of to achieve the look you are going for is to gain lots of weight all over, and then have lipo suction surgery to remove the fat from the parts you don't want (butt and thighs). This sounds extreme, but I don't know any other way.

You have no control over your fat stores. I would add in resistance training so you can develop some lean body mass. And no, you won't get bulky like a body builder. But you'll have a much more filled out look to you.

Unfortunately, no.

Your personal DNA decides where fat will be stored. This is why you sometimes see normal sized women with huge hips.
