Naval does mean bellybutton, but when it is used in a name like US Naval Academy, it refers to the ocean. The Naval Academy trains officers for the US Navy.

It is the United States Naval (NAVY) Academy, where they prepare soldiers to be commissioned as ensigns in the Navy . Upon graduation, the newly commissioned ensign also receives a bachelor of science degree, which is as highly regarded as any degree from an Ivy league college.

no it doesn't. it is a word made from the same root as Navy. it means Navy-related. ie, marine, sea, ocean, etc, and the military branch that is connected to the sea, ocean.
