I don't blame you for being annoyed!
Okay, so this is your brother-in-law's wife...which I'm guessing is YOUR wife's brother's wife, right? Have your wife approach it with her brother, and even though you are both serious about it, have her keep the conversation "light."
Ask him, "Hey, do you realize that your wife has been giving us "used" or "re-gifted" gifts on a regular basis?"
If he says, "No," then you or your wife can enlighten him with some examples from the past. Tell him you weren't sure if it was some sort of joke, or if those were the real gifts. Hopefully, this will make him realize what is going on and he can approach his wife himself about stopping.
If he says "YES," then say (nicely) something like, "Oh, we didn't realize we were suppose to be getting each other "silly" gifts for the holidays and birthday! We've been spending a lot of money and thought on the gifts we've given you! We'll do something silly this year, too!"
The most important thing to do is to acknowledge that you realize that they are their unwanted gifts, and that you really do not appreciate them. But, since they are "family" try to do it without being too rude (even though you have every right to be rude in a situation like this!!!)
Hope this helps....if it doesn't, just start telling them that you are not interested in exchanging gifts with them anymore and stop giving them anything. They'll follow suit shortly after.

Anyways tell her you have way to many t hings for your child already and suggest she give her things to the salvation army or something. Buy her only used things, unless she is poor its pretty rude to give what shes been giving for x-mas in my opnion. Give her used cookbooks and clothing and see how she likes it.

Being nice as possible, make her aware. She can give boxes of used **** for Goodwill or have a garage sale.

Box it up and send it back to her. Tell her the item is damaged and she should get a refund.

i hate inlaws.. they all deserve exactly what they get....
i'd keep the stuff and then give it back.. no fooling.. after a while they'll (maybe) get the point and stop.

Maybe that is all she can afford... it's the thought that counts.
