Statistically in the universe? Yes, definately, it's a question of maths. The probability that the conditions of earth exist elsewhere in the universe is huge, and if life was so difficult a condition to exist we would have been obliterated because earth's creation and present state was no joy ride.
But as for intelligent beings that know of us and aren't saying anything? Not likely, we've been searching for a while now and it's much more likely that intelligent life is much further away from us.

I really hope so, it seems logical to me, if not in our galaxy, than another. I have serious doubts we will know here on earth by our explorations. I believe the only way is for them to somehow show us their existence. Maybe we are not significant enough to acknowledge.

I believe there might be some bacteria on another planet, but intelligent life is unlikely
