Usually an in-line electric filter will help. They can be found at electronic shops such as Radio Shack etc. Hope this helps

This is happening because spark plugs and distributor caps in engines spark and an electrical spark emits radio frequencies, so these unintetional radio transmissions are interfering with your tv signal.
As others have already stated new cable and/or filters could help, but the truth is your problem will always be possible due to faulty shielding on the electrics in cars and scooters etc.
The best thing to do is ensure you have the best signal possible getting to your tv, which means checking out everything starting at your aerial and ending at your tv (or the other way around), make sure all the cables are intact and any connections sound, also check to make sure the cables are not running near to any metal objects or structural elements of your house as they could pick up the unwanted frequencies and tranfer them to your rf cables, and install a filter/amplifier as close to your tv as possible.

Don't have this problem myself, but have seen a possible, though not an easy solution via Google, could be a case of changing the RF cable.
Have a look see what you think.

Probably more practical solution from triplebog

Need more info. Why would scooters interfere with your TV reception? I would think scooters wouldn't interfere whether you have cable or an antenna. Do cars interfere also????
