Use your default program windows gives you, paint.
To open it just go to start, all programs, accesories, then paint.
To resize the picture first you must open it, by selecting File, then Open file... once you opened the picture go to Image (at the top) then selecet Stretch/Skew
Change the Stretch size to whatever you want and enjoy!
(using this is the easiest way possible to resize pictures without downloading anything or using any complicated websites or programs)

Whatever you do, don't listen to people here who are telling you to use Photoshop. There's absolutely no need for you to go to any expense to resize pictures.
If you're going to use IrfanView, load your picture.
Click 'Image' and go down to 'Resize/Resample (Ctrl+R)'.
Look at the figures in the boxes that tell you the size of your picture, and then ensure there's a tick mark in the box that says 'Preserve aspect ratio'.
You can either select 'Set new size' or 'Set new size as percentage of original'. Enter whatever figure you like in one of the boxes, and the other figure will automatically be adjusted to keep the aspect ratio.
You can, if you prefer, select boxes on the right hand side of the screen for standard dimensions. i.e. 640x480 pixels, 800x600 pixels, etc.
When you have resized your picture, click on 'File' and move down to 'Save as'. (I would advise you saving the file with a different name, or with a number after it. This way, if you've made the size too small, or too large, you've still got the original picture to reload and try again. Be aware that if you save your picture file as JPG, and you keep resizing and saving it, you'll soon notice the deterioration in quality. JPG is a good small size but it uses what's called "lossy" compression. This means that it saves the file and gets rid of unwanted data ... unwanted in that it's not necessary if you're only going to be saving it once or twice. The more times you change the picture and resave it, the worse the quality becomes. If you do plan on doing this, it would be wiser to save the file as BMP, TGA or TIF.)

If you want to change the actual size of a file, you need a photo editing program, such as Paintshop pro or Corel. However, if you just want the picture to appear smaller on a webapge you can just change the settings in the html.

Open the picture with microsoft paint. fiddle with it and save it as a jpg file. Experiment a bit, it will do what you want.
