Do you mean get an ID card? If so then go in to any off licence and pick up a leaflet.

The owners are correct in this case because it was a spirit the law is if you're aged 16 or 17, you are allowed to drink wine, beer, or cider (but not other alcohol) with a meal in a restaurant, hotel or part of a pub set apart for eating meals. You can only do this if someone aged 18 or over is with you at the meal and buys the alcohol

A provisional driving license is almost definatley the best thing to use, nowhere will not accept that, some places don't like specific ID cards such as those by the Portman group and will only accept drivers license (or provisional) and passport, not even photocopies will suffice sometimes.
You can get a provisional lisence from:

The portman trust do them - you have to apply and send proof of age etc. with a photo and you get the card back. They cost about £5.00. Check the website or otherwise you can get an application form in most off licences xxx

If she has a passport, then just get the main page with her photo and DOB on it copied and reduced to credit card size. We use them here in Spain instead of the full passport when using credit cards etc
