Technically each porn site is required (under US law) to keep records of all their models/actors, showing their exact ages at the time the media was created. Most sites that have original content comply with this law (Title 18, § 2257 of the US Code), since failure to do so means having the site shut down and facing criminal charges, even if everyone depicted really was legal. If a site is compliant, there will be a notice somewhere on their site stating that they are compliant with Section 2257, and referring inquiries to their official "keeper of records" who can give you the information you need.
If a site doesn't have this information, because, for example, they are showing content that is explicitly illegal, you can refer them to the FBI's Internet Crime Complaint Center (IC3) at http://www.ic3.gov/.
If the site is not based in the United States, there is technically nothing the FBI can do. However, child pornography is illegal in pretty much every country (at least, on the books - whether or not it is enforced is another matter). If you find a site that is genuinely exploiting children, the FBI and the State Department will collaborate with whatever country it's based in to at least get the site shut down.

Note: An image can depict a naked child without being illegal. "Child Pornography" has to depict explicit sex acts, so a photo of your 2-year-old taking a bath is not a crime. There are many sites that contain pictures of people at nude beaches, some of whom are children. Technically these are not "pornographic", but the law gets a little ambiguous here so its hard to say whether or not it would be considered illegal. Ironically, one of the biggest proponents for including such content in the obscenity ban was US Rep. Mark Foley, who has since lost interest in this cause.

Each country has its own laws about that. Here in Canada the person in the video must be a minor for it to be child porn, not just depicted to be. So if you have a 19yr old that has a child-like body and is dressed young it technically wouldn't be child porn.

If you do see what you believe is real child porn, contact you local crime stoppers tip line and give them the website address so it can be checked out. If you download it even to "see" if it is "real" child porn, keep in mind that you are now in possession of it. Stay away from the stuff altogether.

If you think the porn you have seen is underage call the police and they Will help. I once talked to this guy on line well it was msn and he was flashing pics, so I asked him who it was and he said let me send them to you, I said it was OK. But then when I opened the document it was a child. I asked where he lived and he didn't want to tell me. so I have a friend who is a hacker and he found his IP and I called the cops. He got cought and well the child was his son. Now that is a really sick person.

Get a single parent roommate, do something, but don't ever leave them alone.
