Because when the ATM machine was built at the factory they had no way of knowing if it would be installed at a drive-up or walk-up location. That said, you could have a blind passenger in the back seat who would access it from within the vehicle.

All of the panels are made with the Braille lettering; they don't make special panels just for the ones that are installed at the drive up ATM's. It would not be economical. There are more walk ups than driveups so the Braille is just standard.

Good question. Guess they just make them all with Braille, without knowing which will be used for drive up ATMs and walk up ones. I'd never thought about that before...weird.

Those braille letters are there for the blind drivers who continue to drive. This way they can at least get their money to buy gas to do even more dangerous driving.
There is also braille lettering at the gas pumps, and have you ever noticed them on the signs by elevators? Now someone who has to read in braille is NOT going to know where the stairs are... Who comes up with these stupid ideas anyway????

The blind person may be a back seat driver, and sitting in the back seat behind the driver and would be able to access the atm, and sense of independence

Who knows, there's probably some way for blind people to feel the braille while there is another sighted driver. Again, who knows???

They only make one kind of buttons for ATMs. It would not be cost effective make diffent ones for drive up ATMs. Apparently nonUS ATM manufactuers lack this knowledge.

Because, then if the blind person is being drived he/she doesn't have to tell their driver their PIN number, nor ATM number.
