There is allot of debate about this and lengthy discussions in the photo forums.
Smaller sensors like the 1.5x and 1.6x have the advantage that they add zoom or more distance to your lenses witch is great when you are doing wildlife and so on (300mm turns into an effective 480mm). The down side is the wide angle side. You have to buy the special wide-angle lens to get a true wide range like the canon EF-S 10-20.
Another positive is that when you use normal lenses you are only using the center of the lens where it is best.
When you buy a full frame camera it is also recommended to buy the professional lenses "L" which are high $$$$.
In the end it will be a budget decision. There are a lot of good lenses for the small senor cameras and the cost is modest in comparison.

There is a theoretical difference that just might not really translate into a real world difference. Go to this page and read the reviews and owner opinions. See if the Nikon D200 or Canon 30D owners are wishing for a bigger sensor. I've got a D200 and I think my images are spectacular. Well, the CAMERA does a spectacular job anyway...

The cheapest full-frame dSLR camera is the Canon 5D. That's a $2500 body after rebates.
The two main advantages of full-frame sensors are:
* They broaden your selection of wide angle lenses. (A 35mm lens on a 5D really is wide angle, but on a Canon 30D it's effectively 35mm * 1.6 focal length multiplier = 56mm.)
* They have more megapixels for larger prints. (The difference between any 10-megapixel dSLR and the 5D is prety small, but the 1Ds Mk2 is something else.)
