Read the best authors, converse with people whose English is perfect, watch good English movies (not the violent ones, but those with actors such as Laurence Olivier), have a dictionary, get a good teacher: all of these together.

A lot of communities have free or low cost options for English as a Second Language (ESL). Check out adult education opportunities at colleges, high schools and community centers. Practice conversing with native speakers and don't be afraid to ask if you don't understand something or want an explanation. Watch TV, movies, read, expose yourself to the language. Even being on Yahoo Answers shows that you are willing to learn. Pronunciation and accent reduction is another issue. That sometimes requires a specialist because you have to undo natural habits of using the sound system of your native language. Some of the same places I mentioned about offer prounuciation classes as advanced options. Otherwise you might like to work with a speech pathologist. Good luck

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the Internet. The BBC and the British Council offer a number of on line courses, which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

Find some written material in a subject that interests you, a book, love story, poetry, newspaper, technical manual, whatever you like. Then read it out loud. Reading out loud is the best way to practice speaking a language by yourself and get yourself used to speaking the language without fear. Record yourself on a tape recorder or computer, then play it back.

Even better, find a recording of a native speaker with accompanying text. Listen to the recording, reading along with the text, and try to say the words the way the native speaker says them.

I did a Google search on "gutenberg project recording" and found several MP3 recordings of works that are in Project Gutenberg ( http://www.gutenberg.org/wiki/Main_Page ), so you can download the text and a recording for free.

Good luck :-)
