Higher. The corrupt government of the US is one of the least corrupt in the world. Canada, is pretty good also. But most governments are horrible. Take Mexico, it is likely average, and is horribly corrupt.

As long as there are Humans involved in Government, there will be corruption in Government.

Communism in theory is a great form of Government. In theory everyone did their part for the greater good. The only problem was the human element and Mans greed.

while human beings say one international government, they mean a remote places potential controlling the US. If the US government controlled the entire international, maximum human beings does no longer care. the phobia is that we are going to get dealt with like the US has dealt with the third international because of the fact the Monroe doctrine.
