I think it is. Skill is the ability, coming from one's knowledge, practice, aptitude, etc., to do something well.
Writing (Papers and things):
Somepeople are better at writing than others. Depending on what people have learned about writing, determines some skill. Others are just naturally good. But nobody can just start writing without any learning. If it is something you have to learn, it most likely can be considered a skill.
Writing(handwriting):
(I don't think this is the way you were talking about but it might) I thinkk this is alsoa skill. Some people have better handwritting than other people. The skill of writing good is not always a skill but you can consider it if you want to.

I wouldn't worry about anything your english teacher gives you to do unless it counts as part of your coursework, and then I would opt for an extra exam paper if you have that choice. At this stage they just want you to practice getting words onto paper, use of grammar, making it interesting for the person to read -that sort of stuff. The actual mark doesn't matter half so much as you actually doing it.
I would look up the separate meanings of the words 'writing' and 'skill' and pull her apart a piece at a time, but that's just me. Writing can be a science or an art form, but since it can never be totally mastered, it cannot be considered a skill.
You say, 'a talented writer/singer/painter' but not 'a skilled ~'.
similarly, would you rather take your car to 'a skilled mechanic' or a talented one?

I assume that the idea is to contrast the idea of writing as a skill vs writing as a talent. In other words can good writing be taught. There are a number of writers, Stephen King is the first one that I can think of who have written quite a bit of stuff on how they learned to write. Quotes from writers on writing should not be to hard to find. You could include some of them in you essay. I would suggest you take the point of view that writing can be taught since that is what your teacher is trying to do. Compare it to any other skill. - not good at first - needs lots of practice - studying people who do it well - developing your own style - etc.
