those can not exist without matter but can conceive with matter, and those can not exist with out matter and can not conceive with matter?

He's not spcifically talking about the Physical matter. He meant to say how virues manifest themselves- Love, Faith, etc.
the most noble is existent without the other virtue, but oughto to be born by passing it through, & the ones that are omnipotent(refering to God's virtues), that needs manifestaion, but doesnt require human intervention.
