They are made in the bone marrow by mitosis of cells of the hemopoietic tissue. It is a kind of connective tissue. In the embryonic condition the blood cells are made in the liver.Some leucocytes are made in the lymphatic organs such as spleen.

Red blood cells are made in the bone marrow. White blood cells (leukocytes) are made in the thymus procuded in the bone marrow but they mature in the thymus.

The bone marrow contains Hematopoeitic tissue which is responsible for the production and control of RBC, WBC, etc in blood.

the primary organ for blood production are your bones, specially the flat bones,i.e., ribs. although your long bones such as your thigh bones contribute a fair amount.also, another organ is the spleen,though not as much as your bones' production combined.
