How old are you?
a) You have to ensure personal hygiene and clean your genitalia every day.
b) The white substance you see could just be smegma(the cheesy sebaceous matter that collects between the glans penis and the foreskin); it could be some fungal infection also.
c) Clean it every day; Pls. do not apply strong soaps. Watch for two days.
d) If it appears even after regular cleaning, if you have itching, pain or irritation DO NOT DELAY - CONSULT A DOCTOR.

Where i'm from we call it "Cheez"
U have to clean the area daily probly 2-3 x until the problem clears. Rub some oil or something there to kill the bacteria. Wear clean undies honey..

No problem...it will be there to all the guys who got their sperms....it is nothing but the smegma [ uric acid deposits ] that you have to clean it frequently....Not cleaning it will make your penis so tight and make your sexual-intercourse very hard and painful...so clean it.
