Generally speaking, you do it by using the software that has been used to encrypt it - you use it in decryption mode and provide the decryption key.

For a more particular answer, you have to tell us what the folder has been encrypted with. NTFS/EFS? TrueCrypt? PGPDisk? FolderLock? Something else?
