UEFA chooses the stadium of the final two years prior. There are several reasons:

- The final is a big event, and so a big enough stadium should be used. It wouldn't feel the same if let's say, Highbury was used if Arsenal got to the final (as an example)

- A neutral venue is used so that both teams don't feel that they might have an advantage of some sort.

That's what I deduce from playing finals at neutral venues.

champions league finale its only one match. other matches in champions league its played home and away.

second reason, i belive it's about money. champions league finale its a huge event, and that bring huge revenue to city that host the event.
