While it's great that we can enjoy the security of a government position, we still have a mission statement to adhere to and the public shouldn't be neglected. Some individuals, without the incentive of the threat of losing a job, choose to do as little as possible. This promotes resentment from the outside. Tax payers shouldn't financially back time spent unwrapping Twinkies, watching television or playing on the computer. Someone's life may be held in the balance waiting for their particular problem to be resolved and for that alone there should be some trust that it is being handled with care and efficiency. Please tell me that there IS something that can be done.

i dont understand why you cant fire them... they dont have a contract...do they? can you elaborate - i am curious about this.

you can implement methods to make them intrinsically motivated - but this is hard to do - and depends on the enviornment in which they work (and what motivates them). since i dont know these factors, i couldnt tell you.

I'm federal civil service and I hate to admit that there's not much that can be done. What I really hate is that while some are 'eating Twinkies' there are a hand full that have to do all the work. The federal government is starting some thing new in some of it's agencies. Called "NSPS" (National Security Personnel System) it will make it easier to fire someone and do away with automatic pay raises. Of course, the unions are fighting it in court.

One way civil servants can be delt with when they aquire a "you can't fire me" attitude is to remind the civil servant of their job --- to serve citizens. This also means that, as a citizen, you can also remind the civil servant that you are their boss. You pay their salary through your taxes, thus you are their boss. It is also important not to hold the civil servant up to standards which you yourself would not keep. If the civil servant is actually a deticated employee who is merely so busy that he/she is taking his or her lunch at their desk, then that civil servant deserves some latitude. My father had the "you can't fire me" attitude. He was a Union employee who felt that his union made him unfireable. He was NOT a civil servant. He was reminded that his attitude was incorrect when he was fired for assault (he threw a piece of paper at a coworker). Everyone has a boss, even civil servants. Just look at what happened to one civil servant who thought he was unfireable --- Richard Nixon.

although I'm not sure about all govt. jobs, but I do know at least in some of the federal jobs it is not as simple to fire someone as hey your fired. There is a process they have to go through and their they can then appeal their firing. Go figure, I wonder what the real world would be like if every one could appeal their firing?

oh there are ways to secure the termination of a civil employee.

i used to work with them on a daily basis... it does take a lot of paper and some time. but, i know, it is possible, and they (the civil employee) can hardly believe it when it happens...

patients and documentation are the key.

The problem won't be solved until we hire people who want to serve the public rather than the best in their field.

This is all because they have been allowed to act this way. Unfortunately, it is human nature to do as little as possible and get as much out of it as you can. It's a "ME" attitude that really stinks if you ask me!
