Of course they can.
Anything is possible for everything to change. As long as there is a strong conviction for it. Change is very important because it means that you grow. It means the life that you live has affected you. A rascal could turn to be a good person if only he wants to and he has sort of like a self determination to do so.
They first have to realize the fact that they are horrible if people around them said so. They have to know why they are horrible? Why people said so about them? Why people avoid them? Why they feel like that? Then from that point on ...they might look inside and analyze themselves about why people say so about them. We really have to put our pride and ego aside to change to the better versions of ourselves. We cannot keep all those pride and ego to be better. Pride, honor and ego often lead things to the worse.
It's really not easy to change, it takes some times, even years and years to do so and people generally give up in the middle of the road and turn to what they were before. If so, we need to have a strong conviction and believe in what you're doing and revive the real motivation of why we have to change to be better?

The nature of human mind is such that nothing in its contents can ever be fully eliminated, and nothing in its function can ever be completely reversed. The change in the mind is not based upon total elimination of the old with the new. It is happens when we find some thing better than what we already have. We can acquire new and better things by knowledge or by experience.
The capacity for change in human behaviour is imbedded into another type of change. This is the changing nature of all things including our mind. Mind is never a constant thing. It keeps changing or developing into whatever it may have been formed into thus far. To implement a change in human behaviour therefore requires efforts to change the way mind changes or tends to develop all the time.
Natural ability of our mind to change however is in place for a very good reason, as we constantly seek improvement in our person and in our circumstance. But the only things that become prime motives of actions in behaviour tend to get stronger as we constantly seek reassurance of ourselves. We are always in need for acceptance, appreciation and approbation what so ever we think or do from other people. But our mind tends to gravitate towards things that are already in place. The only hope for the things to get better come form our ability to harness that powers of our mind and search for things that would yield better outcomes in form of actions.

Of coursethey can. Trick is finding out what makes them so horrible.
Usually a defence mechanism designed to protect themselves from whatever hurt they may have suffered in the past, is normally the reason for objectional personality traits.
You have to disarm these people by being nice and pleasent to them, they can't handle it for long. Then gain their confidence, which will allow certain things to slip. Enabling you to work out why they are unhappy.
And then suggesting a solution to their problems.
But some people just really are absolute @rses!

Most of the experts I have worked with would consider the answer as being no. Those with severe personalty disorders, have usually had a horrific upbringing (not always), hence trying to undo the damage caused in those very important formative years is in most cases with those with a severe PD impossible with our current techniques.
Those who have insight to their behaviour, can have some reasonable results, however insight and severe PD dont tend to go together. If you are unable to feel remorse, or empathy for others, results in making you a very challenging individual.
Furthermore 'horrible' people tend not to get on with the majority, hence feel more aggrieved and angry, this often results in them becoming increasingly more difficult to deal with.
Age can(definately not always), mellow their overt behaviour.

Well, i used to be REALLY horrible and i CHANGED! Now i am the loveliest perosn in the whole wide world. not. It's not easy to stop being horrible, but one should never cease hoping and trying.

i always figure relationships change people. I have carried with me the nice parts of various partners personalities. Unfortunately if you are extremely damaged to start with it would take thousands of years to devolve a truly messed character.
