Does your hard drive have an operating system installed? Change your bios to boot from your hard drive. Also check to see that you don't have a floppy inserted in the floppy drive, that is if you have a floppy drive at all. If none of these things is your problem, then you might want to check the jumper setting of the hard drive. You'll need to open the case for this. Check to see that the jumper is set to "master" or "single drive" if you only have one hard drive. If you have two hard drives, make sure the primary drive is set to "master" and the other to "slave". Again, you'll need to open your case, but only if you built your own computer.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
