There re few choices here, the most badly drafted, immoral and undemocratic Act that has been passed in recent years is the Immigration Ayslum Act which places massive obstacles in the way of legitimate asylum seekers entering the country. Eg it makes traveling without a valid passport a crime and instructs refugee commissioners to interpret that negatively when considering asylum status. If you are fleeing imminent death at the hands of an oppressor I would think that a valid passport may be down your list of priorities.
