I'm not sure its a question of whether you have to, or whether you should. Your potential customers will always be concerned with what use you'll make of their private information and your contacts with them, and you'll be reassuring them, setting the boundaries of what they can expect of you, if you post a privacy policy and stick to it. (In fact, it may not be required to post a privacy policy in some places, but if you do post a policy but don't adhere to it, you can be sued for fraud by clients or the governmental authorities.)

If you are developing this site for the long haul and you respect your customers, I can't see how you could get away without a published privacy policy. Good luck.

No. It's just there to make customers feel safe against fraud and junk emails.
