When I sell a computer, I like to leave it in a ready-to-go state. If the computer is a few years old, I'm not sure you'd be doing the buyer any favors by restoring to such old software versions. Determine which operating system your buyer needs installed and use up-to-date media to format the disk drive and install a clean copy of the OS. Patch the OS with all available vendor patches. Then make sure all devices installed in the system have the most up-to-date drivers and software.
If you don't want to go any further, I'd still recommend that you:
1. Open the computer's case, and blow out all the accumulatted dust and other dreck. Re-seat all the plug-in cards, the memory, and make sure all the system cables are firmly attached and unkinked.
2. You might want to make a CD-R with a copy of the all the programs and drivers you had to install so the buyer always has them available. I like to make sure that firewall, anti-virus and anti-spyware software is installed. I also usually install the latest versions of Adobe Reader, QuickTime, Java, Flash, Firefox, and other utilities, or at least put them on the CD-R. Likewise with iTunes, Trillian, Google Earth & Picasa, OpenOffice, etc. are available.
Finally don't forget to include any software and hardware manuals available, and the power and network cables. Good luck.

I recomended this once to someone. Get Webroot Window Washer. It deletes all unnecessary junk from your computer such as bits left over from deleted files. Its easy to use, costs about $30 and always updates itself. If a dummy like me can use it, anyone can!! once i washed all the crap from my computer, it ran like a champ!!! It also has a feature to completely erase hardrive! It will wipe you r hardrive up to 32 times or as little as once.

The only way to do what you're asking is to delete your C: partition, and then format it. If you're giving/selling your Windows, you'd want to go ahead and reinstall it at that time.
