Well first of all gravity doesn't exist. Einstein proved in the 50's that it is the pressure of space that holds us against the earth. As far as a tool, I have no idea. Good luck.

I suppose one could create gravity using an enormous amount of energy and converting it to mass, causing gravity. Very little is actually known about what 'transmits' gravity. Gravitons? Who knows... Perhaps one day it will be possible to create gravitons or anti-gravitons or whatever gravity does, but until then we're stuck with our rotating space-stations.

If we had this sort of tool, we'd be a lot farther along in our understanding of quantum mechanics than we are now.
