I know they sell ads for companies but are they measuring the audience and get a percent of the radio/TV tax or are any other methods to make profit ?

Radio and TV (public) live and die by the revenue they recieve through sales of Advertising. This is the biggest portion of their revenue stream. Some radio stations and TV channels raise money through other means , such as afixing their logos onto bumper stickers, tee shirts ect, but the vast majority of them survive on their advertisements they sell.

Advertising! Commercials!

Those annoying interruptions every few minutes in between the few seconds of actual TV viewing (radio isn't quite as bad.)

Advertising is all there is. Rating services provide data which lets the stations set rates that advertisers are willing to pay.

by selling the advertizing that they air an by airing shows that pay to be on air

nielson ratings determine which shows are watched the most. basically you can charge more for those time slots.
