In the Chinese-speaking world it means six. There are other similar signs for all the other nine digits. As the Chinese 'language' is actually a family of very different languages in the spoken form, hand signals were used for trade and barter between groups, as the numbers were often mutually confusing across 'dialects'.

i associate it mainly as being 'devil horns', not that i worship the devil or anything like that, but because it gets done at rock concerts a lot....... if u are a fan of the simpsons, u might remember the episode where bart goes to a spinal tap concert, and the singer from spinal tap does the devil horns sign when the inflatable devil is lowered onto the stage... it can also be used to mean 'call me', the shape of your hand whilst the thumb and little finger are like that is supposed to look like the receiver of a telephone....... if u look on yahoo messenger, u get a load of smileys to use, there is a smiley making the telephone sign with his hand on there.

As far as I know this sign just means to make a phone call. Or if someone does it to you joking around it means to ring someone who cares because they don't. My kids used to do it when they lived at home.
