You call them tango shoes - that's the most specific name. Or you call them dance shoes, that's less specific. You can use ballroom shoes for tango, but you'd call them ballroom dance shoes in this case.

Men's tango shoes are very similar to standard balroom shoes, but with slightly higer heel. You can use regular ballroom shoes just as well. I've seen men's tango shoes in catalogs, but I'v never seen them on real people - everyone seems to go with ballroom shoes.

Ladies tango shoes are similar to American Ballroom Smooth shoes, but with higher heel. If you can't get tango shoes - get smooth shoes or Ballroom Standard shoes.
