It is posible that someone can " had/has/have a relation" with someone else. That is a way of saying there was sex.
You might also hear someone introduced but it's really they "have a relation".. in which case the person you are stareing at will not be the person someone is talking about,.. it's someone that that person is related to that is being spoken of. Then like wise someone might say someone "is a relation" and be talking about a relative but at this point grammer is going to pieces and we are just picking at accents and regions.
Added: I just noticed this is Mathematics section. Your picking at Points (distance) and Ratios. If your dealing with " In relation to" then your looking for Ratios & Fractions. Some times it could be asking you to estimate or guess something. It's all up to the person writeing it. You need to put what the exact sentence, question, paragraph is for us to make heads or tails since people right differently.

is a relation is a bond existing between minimum two people.
Has a relation : When u as 1st person explaining about some ones relation to ur friend...yes u can say
he or she has a relation with xyz.

Take a look at the mathematical formulae
[a + b](squared) = a(squared) + b(squared) +2ab
This is an example of "is a relation"
Consider this mathematical question now
(X+Y) * Z (squared) = 34
and I say that 2X = 5Y (which means X "has a relation" with Y)
