The above people are quite mistaken. If you are using IE, you CAN disable the ability to download files. Go to Tools>Internet Options>Security(tab) and click the "Custom Level" button. This will allow you to enable/disable specific things (downloading files/show videos/download updates/etc). Scroll down until you find the "Downloads" option and click Disable. That's it! You're done.

*Note: If you are using something like Firefox/Mozilla, the settings may be slightly different (though basically the same)

You can't entirely restrict someone from downloading files off the Internet unless you deny them Internet access altogether.

Im not a tech geek in any respect and it fairly is a type of untamed wager. If I have been you i might boot your computing device in risk-free mode then seek you data to look for corrpupt stuff, in case you come across it, whilst in risk-free mode you're able to be waiting to delete it. If not, i might back you data as much as a extensive exterior not undemanding force and format your computing device (might desire to have AN OS DISK, or you would be TOAST! IT DELETES YOU working device! so which you're able to be waiting to RE-set up YOUR OS!). yet while that doesn't artwork then i don't know what's going to.
