Well, the cold air causes sinking, which leads to an inhibition in condensation (raising air condenses), which leads to less clouds and less ppt.

Actually, Gregory, it's because of the low temperatures. Cold air is capable of holding much less moisture than warmer air. This accounts for the Polar regions being deserts or semi deserts.
