I mean he can't be a dog and look like that. any ideas?

Goofy is a Disney toon dog; Pluto is ALSO a dog, except that he has been abused and dominated by Mickey and Minnie and made to walk around naked, wearing a collar, on a leash, to the point where he has forgotten how to talk (they claim he never knew how) and has regressed to the level of a beast.
What else can you expect from a company whose founder beat an owl to death?

They were Both dogs, Goofy was anthropomorphic while Pluto was a pet. If you re-drew a 'Goofy' cartoon with a person performing the same actions. it is essentially the same cartoon.
If you re-drew a 'Pluto' cartoon with a human performing the same actions it would raise serious issues about their mental state and possibly force you to discuss S&M with your children

I think Goofy was Mickey Mouse's dog pal, and Pluto was Donald Duck's. Both were dogs, sure.

DEFINITELY A DOG BUT UNLIKE PLUTO HE STAND ON 2 FEET , TALK, DANCE,WORE CLOTHES,HAD A HOUSE OF HIS OWN, A FAMILY AND PARTICULARLY 2 LARGE TEETH AND A GOOFY LAUGH.

An Uber dog! I mean come on. He could talk and walk around on two legs. Uber yet still not uber enough. He was quite dumb.
