sometimes the best solution is not to use creams. so your mom is right...
you know the problem is probably very simple, alot of darkness develops under the eyes when your body is dehydrated (it happens to me) so the solution is Drink more water. Trust me it works, when my under eye area is dark or my skin is feeling dry or lacks colour, its because my body is starving for fluid. Even when your eyes aren't having a dark circle day you really should be drinking about 7 cups of water.
another quick solution is to use normal or herbal tea bags, just wet them with tap water, squeeze and place them on your eyes for 10-15minutes. its refreshing for your eyes and the skin around your eyes. good luck.

here's my answer to another similar question:
sleep is the most common answer, but do you know why? when you don't get enough sleep, you'll look pale in the morning. since the skin under your eyes is super thin, the blood capillaries will show through, causing the dark circles. for this cause, the dark circles can be treated as bruising, since it is blood which causes the darkness. i apply olive oil (NOT the COOKING variety) under my eyes before i sleep. the vitE helps in the repair of capillaries.
however if it's due to pigmentation, skin lightening creams will work i guess, though personally i've never tried them.
of course, drink plenty of water, and eat lots of colourful fruits!

your body cells need oxygen. so aside from sleeping at least 8hours everynight, you can prevent dark circles by making sure that there is enough air circulation in your room. you can open a window when you sleep to allow fresh air to enter your room. BUT be sure it's SAFE to do so.
